Journal PapersInternational Journal of Operational Research , Volume 40 , Issue 1, 2021 January , {Pages 32-51 }

Abstract

Optimal allocation of human resources is studied in this research. To solve the problem, a model of negotiation between intelligent agents is used in this study. Organisational units are considered as agents that seek for their benefits and use negotiation for human resources and job distribution. We firstly introduce operational performance level to find out how units can guarantee their performance. As a result, in this research, organisational decision making is managed in two levels by agents. In medium level, agents negotiate each other using optimal function to divide human resources optimally. Therefore, the final agreement will be distributed among the organisation using the special function developed for this reason. Results have s

Journal PapersTechnology Analysis & Strategic Management , 2021 March 30, {Pages 14-Jan }

Abstract

Despite the growing trend of networking approaches in policymaking, the concept of collaborative policy networks (CPNs) and, in particular, the identification of their characteristics, remain a serious research vacuum. Thus, the main purpose of this study is to provide a model for identifying the characteristics of CPNs. For this purpose, the science and technology policy network in Iran was studied on a case-by-case basis. In this study, the theoretical framework of research was formulated as a sequential exploratory mixed design by first using literature review, policy documents analysis and in-depth interviews with 20 experts. Then, a survey was conducted by distributing a questionnaire among 100 science and technology policy experts and

Journal PapersInternational Journal of Computational Intelligence Systems , 2021 May , {Pages }

Abstract

Websites are considered as the core infrastructure of e-government, so evaluating the quality of websites assists organizations to provide high-quality online services to citizens. For this purpose, this paper is seeking to design a model that enables any organization to evaluate the quality of its websites and identify its strengths and weaknesses. The proposed model includes nine main indexes including “website design,”“responsiveness quality,”“security,”“content and information quality,”“participation,”“trust,”“maintenance and support,”“services” and “usability,” alongside with 85 indicators. Since some of indexes and indicators possess intrinsic uncertainties so “fuzzy set theory” was applied to m

Abstract

The number of theories of innovation systems has grown considerably over the past two decades and several innovation system approaches have been developed. The focus of most has been on the development of technological innovations which create economic value.However, addressing macro-level societal problems – sociotechnical and environmental challengesin which the production, dissemination and use of social and technical knowledge and technology can potentially resolve the problem – has been overlooked. The present study argues that in order to resolve such problems, a combination of technical innovations (covering the technological aspects of the problem) and social innovations (covering the social aspects of the problem) are required.

Masoud Shayganmehr, Gholam Ali Montazer
Journal PapersEducation and Information Technologies , 2020 February 24, {Pages Jan-35 }

Abstract

Since the university is considered one of the most pivotal hubs for developing science and knowledge, it is expected to take e-services development more seriously in comparison with other organizations and agencies. Such a strategy helps universities deliver online services with higher quality based on users’(such as students, professors, staff) requirements. As websites are seen as the preliminary and fundamental infrastructure of e-services, regular assessment of websites is so crucial for leveraging websites’ quality. Different studies have been conducted for assessing e-services of university websites but each study has assessed limited dimensions of websites in a specific territory. In this paper, an extended model is proposed for
