Article of Memorandum of IT Research Center (affiliated to Tarbiat Modares University)

General:

- Regarding the considerable effect of IT on all human social affairs, its influence in all scientific, cultural, social and economical arrangements, and with regard to the leading role of universities in compiling the framework of scientific movement toward achieving national balanced development and also explaining the aspects of in formation society, IT Research Center ( affiliated to Tarbiat Modares University) was established based on the fundamental agreement, achieved on 19/3/200 during the Session 462 of the Council of Higher Education Development in the Ministry of Science, Research and Technology, according to the following articles

Article 1: Goal

The IT research center has been established to organize, deepen and institutionalize the development of various IT dimensions in order to meet the national needs and to extend knowledge borders.

Article 2: Place of activity

Although the center's main office is located in Tehran, it is allowed to establish branches in other parts of the country.

Article 3: Duties

• A-Conducting fundamental, practical and developmental research plans in various IT branches,
• B–Providing scientific, technical and managerial services in different IT fields,
• C-Exploring, recognizing and meeting the research needs of different parts of the country in various IT fields,
• D- Planning and running institutions for training human resources as IT experts,
• E- Providing required facilities, proportionate to IT related programs and research plans,
• F- Establishing useful interactions with other research and scientific institutions inside and outside the country according to the defined provisions and criteria,
• G-Developing favorite and coordinated interactions with qualified personnel and experts and pioneers of research and scientific centers to achieve the center’s goals,
• H-Use of the latest research results and scientific developments in all research procedures,
• I- Providing appropriate scientific – cultural conditions in order to utilize the country’s IT facilities.
• J– Training and developing professional experts in IT fields,
• K- Promoting and publishing the studies and research results in the form of scientific magazine, book, e-media and the like,
• L– Planning and executing research – training courses in IT fields according to the provisions of Tarbiat Modares University,
• M– Planning and conducting professional and scientific conferences on IT related fields in national and international levels,
• N– Performing all kinds of required contractual, financial and administrative activities according to the afore-mentioned duties.

 

Article 4- Financial sources of the research center

• A-Incomes resulted from research plans, consulting services, training and selling scientific products of the center (book, magazine, e-information sources, software, inventions, patents, etc),
•  B- Donations and aids from real and legal bodies,
• C- Aids from the Ministry of Telecommunications and IT.
• D- Credits of general budget.

 

Article 5 – Components of the IT Research Center:

• - Board of the Trustees
• - Leadership Council
• - President - Research Council
• - Professional Groups

Note 1- Trustees' Board of the research center is formed by the same members in the Trustees' Board of Tarbiat Modares University with specific duties.

Article 6:

Chairman, Leadership Council, Research Council, Research Deputy, Training Management, Executive and Support Management, Specialty Groups and Secretariat

Article 7- Appointment of officials

A- The head of the center is appointed by the president of Tarbiat Modares University from among the distinguished members of the scientific board and authorities in IT field.

 B- Members of the leading council, research deputy and managers of the specialty groups are suggested by the head of the center and appointed by ratification and order of the University president

Article 8: Duties and authorities of the Research center

1- Planning, leading, supervising and managing the center in order to improve its activities continuously according to the article of memorandum,

2- Supervising the favorable execution of the research plans and other duties of the center.

 3- Preparing and suggesting the annual and detailed budget of the center to the qualified authorities.

 4- Suggesting appropriate people to the University president to be appointed as the center's officials based on the regulations,

5- Suggesting appropriate people to the University president to be appointed as the center's leadership council members based on the regulations,

6- Suggesting organizational formations to the University president to be ratified based on the regulations.

 7- Establishing a constructive communication between the center and other internal and external departments of the University,

8- Signing contracts and administrative – financial documents based on the regulations,

9- Preparing and communicating the required orders and circulars of the center according to the legal authority limits,

 10- Presenting the annual performance report of the center to the University president.

Note 2- President of the research center may transfer parts of his/her authority to his/her deputy.

Article 9: Leadership council

A- Combination/Composition

 1- President of Tarbiat Modares University (president of the council)

A-2- President of the research center (vice – president of the council), 

 A-3- Research deputy of the research center (secretary of the council), 

 A-4- Two members of the University's trusteeship board, 

 A-5- One IT expert from the Ministry of Communications and IT,

A-6- One It expert from the country's Planning and management 

 A-7- One IT expert from the Ministry of Science, Research and Technology, 

 A-8- Two managers from the specialty groups of the center.

Note 3 - Those liable to the items A-3 to A-1 of this article are appointed for two years, based on the suggestion of the head of the center and ratification of Tarbiat Modares University president.

B- Duties and authorities

 B-1- Determining macro–strategies for development of the center and presenting them to the trusteeship board, 

 B-2- Suggesting solutions to deepen the scientific interactions of the center and other institutions, 

 B-3- Leading and supporting the research – scientific programs of the center based on the regulations of the University, 

 B-4- Coordination and interaction with the other related authorities in order to implement the suggestions, solutions and the results of the ongoing plans projects of the center.

Article 10: Research council

A- Combination

A-1- President of the research center (as president of the council),

 A-2- Research deputy of the center (as vice – president and secretary of the council), A-3- Training and supporting the managers of the center,

A-4- Managers of the specialty groups,

A-5- Manager of the IT group of the university,

A-6- One IT expert from foreign research – scientific institutions

A-7- Two distinguished experts in the related expertise fileds of activity of the center.

Note 4: Those liable to the items a-6 and a-7 of this article are appointed for two years based on suggestion of the center’s president and ratification of the university president.

B- Duties and authorities:

B-1- Providing policies and research – scientific programs to conduct the duties and to achieve the goals of the center 

 B-2- Studying and ratifying the research plans of the center and supervising over their favorite execution. 

 B-3- Providing suggestions and macro – plans for development of the leading council of the center. 

 B-4- Planning to develop profound scientific relations with other research – training institutions throughout the country based on the regulations and provisions. 

 B-5- Studying and ratifying the programs, research-training courses and scientific conferences, 

 B-6- Evaluation of developmental and research plans and conduction of research-training courses, 

 B-7- Studying and commenting on the scientific qualification of the applicants of membership in the center's scientific board, 

 B-8- Studying and assessing the center's needs in terms of equipment, scientific information and publication, 

 B-9- Supervision over the publishing of books, magazines and other scientific materials.

Article 11- Specialty groups of the research center

 A- Combination

A-1- Data processing and knowledge detection group, 

 A-2- welfare and e-health group, 

 A-3-E-government group ; E-society group, 

 A-4-E-learning and multimedia applications group, 

 A-5- Network and super- speed algorithm group, 

 A-6- Security and IT engineering group,

Note 5- Any changes in the number and kind of groups must be ratified by qualified authorities.

 B- Duties of the groups

B-1- Studying, defining and compiling the plan with higher priority and presenting them to the research council of the center, 

 B-2- Preparing and compiling the groups' programs and presenting them to the research council of the center, 

 B-3- Implementing the research plans ratified by the research council of the center.

 Article 12- Financial provisions

The research center is reliable to the contractual and financial manuals of the universities and research institutions affiliated to the Ministry of Science, Research and Technology, and also the special provisions of Tarbiat Modares University from the viewpoint of financial provisions,

Article 13

 Recruitment provisions of the scientific board members Scientific board members of the center are recruited according to the provisions of recruitment, qualifications and general provisions of Tarbiat Modares University.

Article 14

 Dissolution Dissolution of the research center may be conducted based on the suggestion of the Trusteeship Board of the center and ratification of the higher education development council of the Ministry of Science, Research and Technology.

 Note 6- when dissolution happens, the center's assets and properties will be transferred to Tarbiat Modares University after paying the legal debts.

 Article 15

 Any changes in the provisions of this Article of Memorandum may be conducted based on the suggestion of Tarbiat Modares University president, approve of its Trusteeship Board and ratification of the Development Council of the Ministry of Science, Research and Technology.
